So a Commodore offers a Captain (As in the naval not army rank) a position of Vice Admiral. So the normal progression of Captain, Commodore, Rear Admiral to Vice Admiral is circumvented and a lower rank offers promotion to a higher rank. The film world's knowledge of guns is almost as poor as its knowledge of firearms.
